Government Registration Information

Central Contractor Registration (CCR)
Both current and potential government vendors are required to register in CCR in order to be awarded contracts by the government. Vendors are required to complete the registration to provide basic information relevant to procurement and financial transactions. Vendors must update or renew their registration annually to maintain an active status. See below for the list of required information you will need to complete your registration.
- When you begin to create your CCR profile, be sure to make note of your confirmation number that is assigned to you — this code will help you log back into your profile at a later date if you do not complete the registration process. (Note: the confirmation number is temporary and is only valid up until to complete the entire registration process. Once you complete your registration you will be assigned a TPIN which will be your permanent password to log into your profile.)
SBA’s Dynamic Small Business Database (formerly PRO-Net)
If you are a small business and register in CCR, your company information will automatically populate the SBA Small Business database. The database is a search engine for contracting officers, a marketing tool for small firms and a “link” to procurement opportunities and important information.
State of Michigan Vendor/Payee Registration

All companies doing business with the State of Michigan must be registered vendors. This site requires businesses to enter general business information and indication types of goods and/or services they can offer to the state. Vendors are also allowed to maintain their own vendor record at this website by updating their information when necessary.

Basic Company Information C S M
Legal Business Name, Division Name and Number (if applicable), Physical Street Address, Phone Number, Fax Number, Business Start Date, Email Address, Company Web Site (if applicable), Fiscal Year End Date, Average Number of Employees, Annual Revenue, Type of Organization, Business Type, and Product/Service Description.
US Federal Tax Identification Number (TIN) C S M
Your Taxpayer ID Number is the Employer ID Number (EIN) issued by the Internal Revenue Service (IRS). You may contact the IRS at 800-829-1040 to verify your TIN.
Data and Universal Numbering System (DUNS) Number C S M
To obtain a DUNS Number, call (866) 705-5711. This phone number is specifically for companies who are registering with the government and would like to obtain a DUNS number free of charge.

EDI Information (if EDI capable) C S

Online Representations and Certifications Applications (ORCA)
ORCA is an e-Government initiative that has been developed to replace the paper based Representations and Certifications (Reps and Certs) process. Previously, vendors had to submit Reps and Certs for each individual large purchase contract award. Now, using ORCA, a contractor can enter their Reps and Certs information, once, for use on all Federal contracts. This site not only benefits the contractor by allowing them to maintain an accurate and complete record, but also the Contracting Officer as they can view every record, including archives, with the click of a mouse.
Registration in ORCA is required if the solicitation being responded to requires an active registration in CCR. ORCA is an on-line system that is located on the Internet. The ORCA site can be found by going to http://www.bpn.gov and clicking on “Online Reps and Certs Application” on the left side of the screen.
The vendor must accomplish the following before registering in ORCA they must:
- obtain a DUNS Number
- register in CCR
- have an MPIN entered in their active CCR registration
